Problem downstream only 5 Mbps

I use cisco CMTS 7246VXR with 16E MC-card, and my IOS 12.2(15)BC2i.
My problem is the maximun downstream only around 5 Mbps using D-Link cable modem DCM-202 EuroDOCSIS and others cable modems.
I need 20 Mbps for downstream...how should I do for getting 20 mbps downstream? The TFTP file profile already set inti 20 Mbps.
