Default Help define this item. It's a Return Path Filter

Hi i got this return path filter on my Road Runner cable. I moved the configuration (ran cables throught the attic instead of under the carpet) and there is one also connected outside. What is the purpose of this thing? My speeds are about the same but in the afternoon there is a slowdown but it returns to normal later at night. The return path filter was connected to the cable that leads to the tv sets. Well hope you can help me out.

Cable companies use these to try to reduce the noise level insertion on the return side of the system.
