Question 10 meg circuit giving 3 megs down

Well I decided to do a bit of testing tonight and it turns out my 10 meg circuit I have been paying for never beats 3.5 megs.

Should i actually expect near 10 megs on charter, or is this normal?

This is the speed test I took before posting this.

What signal levels is your modem reporting? If something is marginal here, you will never get the full speeds.
