how to get new ip?
i'm on a cable modem connection and it is advertised as dynamic. i have tried unplugging my modem and router and disconnecting the coaxial cable and replugging them back in 5min later, also tried ipconfig renew but my ip is still the same. does this mean i have a static ip? no way for me to change ip?

Change your MAC address:
1- Change you MAC address in your router settings if you got one
2- Use another NIC in your computer
Otherwise you might leave your modem unplugged for at least 24h (depends on the ISP DNS config), hoping your IP will be leased to someone else.

Although IP's are assigned "dynamically" they only rarely change in the "always-on" world; usually only when there's a change in the network. (It's kind of like how we generally drive the same way to work each day ... we only deviate if there's something "different" along the way)
You gave your cable co. the MAC address of your modem. That's so the cable co can "find" you out there in of it's "sea" of users.
However, your dynamically-assigned public IP address is assigned to your router and that's the MAC you want to change to get a different IP.
I don't know if your router model supports MAC address "cloning" -- my Linksys BEFSX41 does -- if yours does too, go into your router setup, enable "MAC cloning" (a.k.a. MAC spoofing) enter another MAC.
Warning ... if you pick a MAC which is ALREADY in-use on your cable co's network ... it might cause a problem. Hint: use the MAC of a known computer which isn't on the network. (either from a stand-alone computer, or one from another network; for example your office computer -- assuming that your office isn't using the same cable co. as their ISP)
